What you do is registered(not purchase) a domain name usually for a 12 month period but can be for up to 10years. Cost will depend on the suffix required as there is a differing costing for each type of suffix. For a .com the cost will be around US$9.00/10.00 for the 12 months.

After that you will need hosting. Hosting costs are based on space required and bandwidth needed. The normal practise is to start with a basic hosting package and then upgrade when necessary. A basic package will start at around US$4.00 per month.

After all that you will need to create your website and upload to your hosting.

One of the sources I've used is Namecheap! It's great because the it costs about $10-$11 and the "who is protector" (which protects your identity) comes with the purchase at no extra charge. I used to use GoDaddy but they upsell to the point of annoyance.
