Why does the german govt have issues with fb?

I heard that the german govt had issues with facebook, so they're not permitted access to it, or to have accounts or something. Is this true? If so, y? Also, if this is true, can a pic or an e-mail from fb b viewed by someone via german e-mail? thanks for informative answers.

not that i know of. yes, there were some issues regarding data privacy, but we do have access to fb (and do have accounts).
