internet explorer will not open?

I cannot open IE also I cannot delete it and re-install it because it says it is already installed..
I have Windows 7.
I have a poor knowledge of PCs hence my name.
Any help would be really appreciated. I have tried system restore and it will only go back a couple of days even when I have attempted to use further restore dates.

You can't open it. What happens when you try to open it? Does any message appear? What does it say?

Run Disk Check in CMD
Click on the Windows Button
Then write cmd and then right click and Run As Administrator
Then press Yes and then type chkdsk and press enter
When its done try opening Internet Explorer

You can try to open IE in safe mode. The link below shows you how. The better option as stated by David is to download and install Firefox or Chrome instead.
