Which browser should I use to create my web pages Mozilla Firefox, Google Chrome or Explorer 11 ?

I recommend Firefox, I have tried them all, and I think Firefox works best for web pages. However, it is very important that you view your website in all of those browsers. You need to be sure that people that access your website from any browser are seeing your site correctly. You may have to make some adjustments, especially with images. I use handzon.com website builder, and they have an option for images to Optimize the image so that it displays correctly in different browsers. This is especially important to check for in Windows Explorer.

There is no best to develop in.

The best websites are made to be viewed cross-platformed. Meaning you can view them through all 3 or more web browser without one giving glitches, errors, and such.

You can't think of what you'd view it best with, but what other people would view it best with.
You might choose Firefox to develop and test on, but when others view your webpage with IE or Chrome, it might not look like how you see it.

You don't use 1 browser to design web pages, you should always design your pages to be as cross browser compatible as possible and also backwards compatible to older versions of the common browsers. Don't forget to include Safari and Opera in your list to test your designs against, and also think about designing mobile versions of your sites as well since so many people are browsing on tablets and smartphones.

When you design a web page you have to make sure your web page will work with all the browsers. IE, Firefox, Chrome, Opera and Safari and the main ones.

You should check your website in all of those as you are designing it. I like to use ultimatewb to create my websites, because it has built-in compatibility.
