Ok so I went over my data limit and I need to know 2 things. 1) if you are connected to wifi does instagram use data? 2) if im on a computer and on the instagram website, can I upload photos?

Using wifi does not count against your data plan with your carrier.
Try going to instagrams website and looking for something that says upload.

If you mean your cell phone data limit then no, when you connect to WiFi it does not use your cell phone data limit.
