Hello I am wondering if I can use the Garfield Cat logo on my website. Is it free to use or does one have to buy the rights for it?

Commercial website? No, not if you are selling or making a profit form something you are posting on the website. However, if there is no monetary payment to you because of your use of Garfield this would be considered "fair use".
