Internet speed is very slow all the sudden?

My internet speed is quite slow the past couple months, I have pretty good Cox internet, it used to run at about 15 mbps and lately its been at around 0.2 mbps. I've ran a couple virus scans and nothing has come up, I hear downloading off torrents will make the internet company lower you internet or something, is that true and if so is there a way to fix it, I've done everything I know how any help would be very much appreciated. The current speed is around 2 mbps with everything aside from Speedtest.net open
when I run speedtest.net on the wifi from my phone I get around 15 mbps so its not the Internet

Are you using wired or wireless connection? If you are using wireless connection, the router may be too far from you causing the network between your computer and router to be unstable causing the slow speed
