My computer keeps freezing for a couple seconds every 15 seconds.?

So, my laptop has been freezing for a couple seconds, like it's clicking out of whatever I'm on. For example, on Google Chrome, the top bar where the tabs are gets lighter and whatever I'm trying to type won't type. It also does this other places throughout my computer. I restart it, and it goes back to normal, then starts back up. Does anyone know what can cause this problem, and/or how to fix it.
I tried the flashplayer thing. It's not that.

I think You reinstall your laptop Operating system and call an engeenir

it might be flashplayerplugin.

look on the processes tab of the task manager window, and see if it is running.
if it is, select it and click "end process, then see if your computer speeds up.

i have to do this dozens of times a day, because so many websites have flash player graphics in them.
