No one knows for certain how google works, and especially with the new google URL shortening service. However, it's likely Google isn't that simple. If it were, everyone would just use goo.gl and get 100 cheap outsourcers clicking on it 1000's of times. So, probably not.

SEO does not increase if someone clicks on ur page...However if u r already getting a lot of traffic for some of ur keywords, Google is unlikely to reduce ur rank even if no SEO is being done. More info on SEO on http://www.seotraininginstitute.co.in
