How do I speed up download speeds on Steam?

I've tried a lot of things, like changing regions in the settings and closing other apps, but nothings working. My download region is Boston, which is the closet one on the list. But I'm still getting 400 kb/s, and if I'm lucky i can get 1 mb/s for a few seconds before it decreases. How can I get my download speeds up to somewhere around 1 mb/s?

Note: my ISP is Cox
I want to switch to ethernet, but for now I have to stay with wireless

you haven't mentioned what is the speed of your internet connection.
there are free services on the internet where you can check your download & upload speed.
If not satisfied with the results figures, you can try to skip to a more speedy connection...
