Can you send someone a message on twitter that only they can see?

I want to message this guy from my favorite band, but from what I've figured out, he has to be following me on twitter for him to see it. It honestly would be the highlight of my year if I could just send him one message that there was a good chance he would read. Honestly, I'd be content if anyone could read it, as long as I knew he could. Can you help me out? Thanks a mil!

yea but they have to be following you first,its called a direct message,

@ reply them. Anywhere in the tweet, just put "@" and their username. Then your followers can see it, and it will also show up on that persons twitter home.
