Why is racism still a political issue even though it ended with the Republican Civil Rights Act of 1964?

It will never end. What that act did is end institutionally made racism. That is all the government can do, It can not end racism.

Racism can never end, no more than hatred can ever end, barring Divine Intervention of course.

The laws of man are not so powerful as to be able to remove any kind of evil from the world or the hearts of men.

The Civil Rights Act of 1957 was introduced in Eisenhower’s presidency and was the act that kick-started the civil rights legislative program that was to include the 1964 Civil Rights Act and the 1965 Voting Rights Act.
The Civil Rights Act of 1964 was born in the presidency of John F Kennedy who was elected president in 1960. His support of civil rights issue in previous years had been patchy - he had opposed Eisenhower’s 1957 Act to keep in with the Democrats hierarchy as he had plans to run for president as well as Johnson.

I'll ignore your blatantly incorrect statement about who passed the Civil Rights Act, and simply write it off as ignorance or indoctrination. As for racism still being a political issue, that's because racism is still an issue. Police aren't turning firehoses and police dogs on blacks any more. Blacks can sit anywhere they want in a bus, restaurant or movie theater. But then there's the outrage over the Cheerios interracial family--so vile that the comments board had to be shut down. There's the Southern Strategy--a Republican construct--designed to keep the racism fires burning with more subtlety and coding. Instead of the N word, "thug" has taken its place. Instead of "Negroes not allowed" signs, security guards dog black customers without probable cause. "Stop and frisk" laws that find more law breakers among white folks, but continue to disproportionately target minorities. Racism is alive and well--just more insidious.
