theortically yes, you can have an Ethernet cable plugged into an USB Ethernet adapter and the USB in an OTG adapter

however, only a few usb-Ethernet adapters are actually supported by the android OS, and the drivers usually require slight modifaction

some company also make micro usb to Ethernet adapters, such as the Chinese one shown below

Only if you can find a place to connect the ethernet cable into your phone. It is possible that someone makes an adapter that inserts into the USB charger port on your phone and would connect to an ethernet cable. But I have never seen one yhay worked with the Droid OS.

As Benjamin said, you can't plug an ethernet cable in your android, but you can use wired internet over your USB connection if you have the proper hardware to send the internet to your USB port.

No Android or iPhone is capable of using a wired connection. It works vice versa. You can hook up your phone to your pc and share the phones connection. You can root your phone to do it for free. But you'll still pay for the data you use.
