An advice about adsense?

Yesterday i was scrolling down freelancer.com searching for a good deal to make money online.
And i got this guy, and he offering me as below:

"1) Daily You will Make 20-25USD from Google AdSense.

2) My Fixed Price is : 400usd.

3) If You Want To Make Daily 60-70USD then My price is: 800USD.

4) I Dont Need Any Advance Payment.

5) You Will Create Milestone/Escrow Payment.

6) You will Release My Payment when you will receive payment from Google adsense.

7) I will Give You Health Or Computer Related website

8) I need 30-35 days for complete your project.

9) After 35 days then your earning will start.

10) You will Release my escrow/Milestone After receive payment from adsense

11) Now Let Me Know" Are You Interested"?? "

But the question in my mind is, if he is offering me more than he is getting in return.
I mean he could also keep the blog and make 25 USD daily.
But He is also promising security and escrow payment.
Please help on this and guide if it a scam.

Avoid such shady deals and avoid Freelancer.com. oDesk and Elance seem to care more about security.
