That is actually a scam who tweets that so they could receive more followers for themselves and make themselves look more popular on Twitter. There will also be something that says "follow '@username' and I will DM a certain celebrity for you which isn't true as well. You will see a lot of that on your timeline none of it isn't true. I wish it was that easy. Followers don't come to you, you have to follow them.
