BEST INTERNET CONNECTION?

I bought a pc 4 years ago and decided to share internet with my neighbor downstairs, he suggested because he said it was cheaper for both of us, knowing nothing about computers I agreed. I bought this laptop adapter that catches internet from around the house from other pc's, no rotor or modem, just little thing for laptops. Now for past few years I been playing online games and now I keep getting cl_flushpackets while playing in servers, also my fps would go up and down, I lag a lot too. I talked to my friend downstairs he said comcast in illinois sucks, because of their sh**y cables, because he started lagging few months ago too, he plays online games too and lags every 2 min for 2-3 sec just freezes out and he said he cant do anything about it. So I decided to get a reliable internet connection? what would be the best choice? dsl?broadband?comcast cable? any others????
