Wireless or wired? If wireless OR cable broadband, then you are a victim of the "party line effect". If DSL, then you are the victim of the slowest link in the chain between you and the computer server you are talking to. What you refer to is THROUGHPUT which is the amount of data transferred per unit time, NOT connection SPEED. Speed is a function of HOW you connect to your ISP and is CONSTANT. On cable or wireless, you have to deal with a single transmitter at your connection point or ISP, which is shared by ALL of the users on the line. If there are 100 users, the time YOU get is 1% of the total since the ISP transmitter is alone and can only talk to one user at a time. Which is why there is such a thing as the party line effect. The more users sharing the wire, the slower everyone goes.

Not sure if your problem has already been resolved. But in case you're still experiencing that issue and you know you haven't done or configured anything on your computer before the sudden speed drop, better contact your ISP. Trying to fix it on your own may just do more harm than good.
