There is not any type of forum specially for UK which provide user to spam in their website.
but there is good forum for UK based http://www.ukbusinessforums.co.uk

If you're looking to do this for SEO purposes, you may need to think again. There is some debate as to whether Google is discounting forum links (Matt Cutts -> http://www.youtube.com/watch?v=gEBJeqvJReg)
