I was dumb enough to put my phone number and it said there's a $9.99 fee but will it charge me if I never entered the pin they sent me? Please no dumb answers.

Nobody pays you for completing surveys, unless you think a few pennies is payment. Nobody charges you to sign up. They're going to bill you through your telephone bill. Contact your telephone company at once to report possible cramming or fraudulent billing.
