How to get a picture to look like this?

How do you edit the picture or what app/software to get your pictures to have this "cartoon like " look. Would really aprreciate an answer

That's a very badly done (ie over the top) HDR image.

Just Google HDR software & there's plenty of freebies and trial versions. The more you ramp up the sliders, the more cartoony (ie worse) it looks.

That type of HDR editing is typical of someone new to the software who hasn't yet learned to tone it down.

google Automatic HDR software. It's called high dynamic range, and it basically give you texture and detail in both very light and very dark areas of your photo. That's why they look so trippy sometimes.
