How much should I charge for a SEO project that involves the following total?
Services will include reprogramming HTML of the site. Should we state in the contract that the site will appear in the first page of search results on Google, etc.?

I would not. Plenty of articles and SEO services' website copy warn that any SEO that promises specific results is likely a scammer. Google site says the same...

Never offer gaurentees when it comes to SEO. Bill out on an hourly basis and make sure you detail the work you completed for the client.

Without knowing how many pages etc - impossible to say.
The simplest answer is your hourly rate x hours needed to do job.

You could also consider a monthly update fee. Tell your client that for $XX you will check results and advise specific tweaks.

You can't guarantee being on page one.

As well as other comments here that you'll be associating yourself with scammers, what are you guaranteeing? Page 1 for 1 day - 1 week - 1 month - forever? In how long? 1 day - 1 week? etc etc

If you are certain you can improve your clients web presence, guarantee them more traffic? But you have to ad the proviso that as many other sites will be doing similar work, only continual SEO can guarantee regular position on page one.
