if my wifi router is on and my laptop is off does it charge internet usage?
my wifi router is continuously on when ever i need internet i just switch on my laptop. but when my laptop is off and wifi is on, does it charge me for internet usage?

No, I don't think so, unless you use it through you cell phone or laptop there will be no charges.

if you are being charged by the hour for internet conectivity get a new provider. the internet modem, not the router, provides the gateway to net connection

assuming you are charged for data transmitted over network, you won't be charged if you don't use it. if the wifi is used by someone or by yourself over phone or some other devices, you would be charged. Protect your wifi with good WEP encryption i.e set a password for your wifi.
