Why doesn't my twitter notify people when I follow them?

I made a new twitter account like a month ago and I still only have like 40 followers. When I follow someone, it doesn't tell that people that I did so they don't end up following me back. How can I fix this? I never had a problem with this on my old account. I'm like the only one who has this problem.. How can I fix it??? Please help.

When you follow someone, they have the option to NOT receive emails when someone new follows them. They can change that setting whenever.
It's just what the user's settings are.

I'm having the same issue and it isn't because of other people's settings. I've asked them and they still get notifications from everyone else. I don't understand it, didnt have this issue with my last twitter account.
