My internet is extremely slow?

Ok our internet provider is Telus and for about 2 weeks we were shut off because someone rented over 1000$ in movies but we got it paid off and its back on but its extremely slow i cant get on steam because i have to update it back its downloading it at 1KB\s why is it doing this? i have 2 internet icons in my taskbars tray one is local area connection 100MBPS the other is Internet connection 3.5MBPS so i dont know what to do is their anyway to fix this?

Try resetting the router. But it's better to call the ISP.
