downloads 0 bytes per second?

i am trying to download zipped folder (it is big) my internet speed is rubbish it is about 400 bytes per second and is always changing to go worse but when ever i get about half way through the download (which is about an hour and a half in) the bytes per second go down to 0 and don't move.
it still doesn't work and i am using chrome.

Most likely, your internet is having a "lag spike" (loses its connection for a slight second), and this messes up your download. If you use Chrome, you could try a pause and restart on the download.
