Can i get another instagram when i get another phone?

i cannot use instagram from my iphone 4 anymore from being reported many times after people i know took my phone and harassed people on the app, making others report me. i cant get my account back because i cant prove that it was those people. i cant even make a new account. i did research and i saw that instagram bans your phone's UDID number from their system for life, and i was wondering if my UDID number would change after i get a new phone when my contract is up? then i would be able to get a new instagram account. thanks for the help!
