dreamweaver is only IDE which supports languages to edit and create pages.

you can develop website with dreamweaver but basic thing is platform.

Yes, but with great difficulties... and asking the question says your expertise with DW is limited, hence, the answer would be No.
Now, targetting a community site like MySpace or Facenook is DEFINITELY out of bounds from ANY IDE on the market: you need a very solid experience in server-side scripts, database and file transfers, something DW is incapable of providing.
Keep DW for static, few pages, old fashion sites.
Dynamic sites cannot be developed through "drag and drop".
