First, we need to know your niche. You can easily search in google for "your niche + blog" then download the toolbar SEOquake which is available for I think all browsers.. You can set it so show the page rank of each website in the search engines so you don't have to manually look each one up.

People hire others for page one links that are supposed to last for a year at microworkers.com you might find private blog network submission offers at fiverr.com though Google has recently deindexed some of the well known networks.
