Does watching netflix slow internet speeds?

My brother is constantly arguing with me, even though my dad says not to download anything he does it anyway. He'll torrent big files and slow the internet to the point where I can't do anything on the internet. I was telling him this and his counter argument was that me watching netflix is what slows down the internet. I'm just trying to seek if this is true or not. It doesn't sound true. If you could please include an explanation of your answer. Thanks!

Netflix streams data constantly. That is how it works. However, it is nowhere near what you describe your brother doing. He should go into his torrent software and limit the amount of bandwidth the application can use so that it isn't hogging everything.
