it doesn't really mean anything. some people might want to say the same thing, but tell someone else about it, and tag another person in it. or maybe they just don't want to retweet it..? haha.

It's basically the same thing. They just hit quote instead of Retweet.
On their Tweets it shows their image not yours but it shows your name
