Is there a programme for designing 3D people?

Hey there!

I'm looking for a programme/software or even a game (probably game would be best actually) where i can design 3d people (not cartoons) it;s just for fun. I just want to design some characters i've come up with. I don't want to animate them or pose them, i'm just looking for something simple where i can, for example, change the hair and clothes to create the people how i imaigne them ect.

It needs to be free, and simple to use! (that's why i'd prefer a game) Something like Sims would be good, but not sims haha.
