Yea nobody wants to be the fiset and only one on forum, if you had money you cold do like professional site flippers and pay people to participate and contribute content, to make it look lived in. You may have to resort to "seeding" it with several user accounts you use to paste in content from other sites and post original messages to get things moving.

Social sites are hard in the beginning. It's going to take some time with a lot of dedication. Start by filling the site with lots of interesting content. Don't copy and paste from other locations. If you do that you will be penalized by search engines and it will take longer before people organically find your website through SEO. Do you have any friends that you can con into helping out? I know you are broke, but get a 12 pack of PBR and invite some friends over to help populate the site.

If you really want to succeed, and believe in the site, then don't give up. Like I said, it's just going to take time.

Forums are really hard to get going. You could create some fake accounts and post with them so it looks like there's more than just yourself talking.

Look at the thread on the forum in this link. http://webmasterbabble.com/showthread.php?tid=267

That link has an article listing 10 ways to promote a forum.
