No, I always have my chat option turned off, even when someone messages me and I'm talking to them. I just don't want a load of messages at once, plus I like to keep private online. The fact that he liked your status means is proving the fact that he is your friend, when someone blocks you, you can't see any of their activity at all, although they can still see yours, (part of the reason I keep things private online) He just has his chat switched off.
