My answer is the same:
The Panda algorithm from Google and its iterations is all about on page content.
Google developed the panda algorithm by asking their testers a series of questions about 1000's of good and bad sites and then tried to code their answers into the algorithm (certainly can debate if they succeeded or not!).

The questions they used to develop the algorithm are similar to the ones they listed here:

To meet the "requirements" of the Panda algorithm, you really need to look long and hard at your site and the answer to those questions and make appropriate changes to the website

Panda's changes significantly affected many websites. If you are not skilled in SEO, I would hire an expert to make sure you are aligned with the Panda requirements.
