If you use your phone for fb, whatsapp , twitter and some other networking sites, then windows will do the job. It will have good games and probably never hang.
however, if you want apps like talking angela, tom and all that stuff, i mean numerous apps then android will give you that. Android is more customizable and personalized but will hang at times.
android is fun and windows is less fun but refined. Choose accordingly.
one thing, camera on Lumia is awesome.
