Does FaceBook go through your bowser cache and cookies created by other websites?
My sister's new FaceBook account has been suggesting to her people she knows even without her giving out any information to FaceBook except her name and date of birth.

I am guessing since these peoples' names are already in browser history because of other sites like Yahoo Mail that's why FaceBook can find and suggest them.

No FaceBook was not authorized to access her Yahoo contacts.

Facebook is social media, so to make it more "social", of course they can access your information, including your IP address. This will tell them where you are located so they can suggest friends. From where you are located and the birth date Facebook can pretty much guess which school you attend to suggest other students.

You did give permission to access your other social media. That is what you agreed to in the Terms of Service.
