If you are talking about editing a photo using an apple product you can probably download Photoshop express but the tools are very limited so I suggest you to use a laptop or computer and use Photoshop CS5. the logo is a blue square with Ps written inside it.

An app? Like for an iPhone?
I like Afterlight for filters, and Facetune for everything else. For online I personally like ribbet.com. I couldn't really give you any on the Google Play store. Hope that helps. (: |

well i like the online photo editing for free. I like googles but i dunno if it comes in app form.

I use cymera app for android. It is very easy to handle . And having good features.
