Getting in contact with someone through twitter?

Okay so I need to apologise to someone and I've found her on Twitter. Problem is her account is private and she won't let me follow her and she won't follow me.

If I tweet (or mention her) by putting @whatever name in a tweet, who exactly will be able to see this? I want to get the message to her but I want it to be private to.

By the way my account is private and I have no followers.

If your account is private, no one should be able to see your tweet apart from the user you have put at the start of the tweet. Even her follows shouldn't be able to see your tweet as they are protected. So everything you say should be private. However, her answer won't be private to her follows hope that helped
