How can I link other sites to my site?
I want good page rank site to be linking to my site and in this way my site will also get improved in page rank.

I can give you only 1 advise, if you want a high PR then you need backlinks to your websites from high PR do-follow websites otherwise it won't be possible to attain a PR.

Getting a high PR is very easy with High Pr Do follow blog commenting, this will also give you good SERP movement.
