Ok I am probably going to get a iPhone 5c..... BUT it's says to get a DATA PLAN, and it costs more... But WHAT IS A DATA PLAN???!!?

A data plan is something you purchase off your cell provider.

It gives you access to mobile internet (Internet without Wifi, aka, 3G/4G LTE)

You typically have a limit on how much data you are allotted.

It's Internet for you phone so you send/receive picture messages and browser the Web I think t-mobile is the cheapest company for cell phone service just saying

Yes, it is your mobile internet access, the plan part is just how "much" data you get, like from 300 MB to unlimited (internet access). Then there is the "speed" of your internet connection speed, 2G, 3G, 4G, LTE, etc......
