The FBI.gov website has a place you can register SCAM. Go to http://www.fbi.gov for more info.

The 'good guys' (anti-virus companies, organizations, police, etc.) try to find them by monitoring traffic back to their 'parked' source, but the Internet is so fluid and dynamic, when the crooks feel the heat of being found, they just move their junk to another hosting service> repackage the malware with different names and "code"> update it to include fresh anti-detection modules, and resume 'business'.

Renting space from a hosting service is easy, cheap, and rarely are the renters investigated to prove they are legit...anyone can do it almost anywhere around the globe. There are even web hosting services that specialize in hosting evil assets; often in countries that lack aggressive policing.

You can 'report' any website, but the reality is the average Internet visitor is too uneducated to know exactly where malware came from; and add to that the problem of intentional mis-reporting in order to cause grief for a legit site owner (like his competition).
It is an eternal can-n-mouse game.

The best you can do is defend yourself thru education and implementing the current-best tactics on your local machine. Never rely on others to remove the burden of malware prevention.
