SEO, please help with my page rank question!?

I have a question on SEO, my site just got a PR 2 from google a few days ago, my aim was to beat the number 1 site with my keywords. I was hoping to get a PR3 to beat the number 1 site with PR2 as that didn't happen, I'm stuck with a PR2, the same pagerank as the number 1 site, my question is: If I get more backlinks than the number 1 site, will I replace the number 1 site, becoming number 1 (because we have the same pagerank)? Or do I have to wait for the next google pagerank update to beat the number 1 site with a PR3?

Don't get too focused on pagerank, Google has demoted it's importance and only updates page ranks a few times a year now.

What really matters is your ranking for specific important search keywords, you should track your ranking and the ranking of competing sites on a regular basis.

You would also want to compare backlinks of competing sites using tools like yahoo site explorer:

or Open Site Explorer.

Quality of backlinks is more important that quantity, 100 quality backlinks might do more than 10,000 junk bot links.

Page rank doesn't effect much on your ranking. It only show authority. In order to get rank you need authority backlinks. Of course the more the merrier.

Another thing to look at is your on page SEO. Keyword density, title and meta descriptions. latest that google implemented was "site freshness" so there are a lot of things you need to look at. Certainly backlink is still most important

As everyone has said before do not focus much on page rank, as it varies now and then especially with gogle.
But if you insist i would advice you the following
1) Do reverse search and find the backlinks of your competing site. Use your imagination!!
2) Do keyword research again and bring more traffic by using low competitve keywords.. you can do it freely at google
3) To improve the pr status using free services, link to gov and info sites\blog relevant to your niche and post useful comments.
4) Get links from do-follow sites the easiest one being from tumblr & ezine articles
Moat importantly add or link your site with higly profitable low competitve siste niches or relevant micro niches.
Last but not the least regularly update, there is nothing that google loves more than a regularlu updated site
