can someone help answer some questions on LoL custom skins?

Ok, so today i was playing in a normal match with my custom skin and i saw another akali with the same skin and it looked as if she used one as well, but i thought only i could see them .-.

If you installed custom skins in your LoL, the files that will be used to generate the model in game will be changed. So let's say you replaced Nurse Akali with another custom skin, all Nurse Akali skins, whether its you or your enemy will be changed too. Likewise, if an enemy has a custom skin on the normal Garen skin, and you happen to play the normal Garen skin too, to him, you will look like you have a custom skin too. Custom skins appear locally only, that means you cannot see the custom skins of other players.
