Choppy video streaming?

Choppy video streaming?
For a while now I've been getting choppy video playback when I play videos on Chrome. It doesn't matter what site I use; Youtube, Dailymotion etc, it's all the same. The choppiness happens every minute, at the exact same point in the video. For example, the video may be playing fine for the first 43 seconds, but when it hits 43 seconds there is a brief 1 second choppiness. That choppiness will return 1:43 minutes in, 2:43 minutes in etc. The choppiness happens at a different point in every video, but every single time it happens within the first minute, and remains consistent at the point in which it happens after that.

I've restarted Chrome and I've restarted my computer, and it doesn't help. The only programs I usually have open are Skype and VLC, and closing them doesn't help either. I've had my laptop for about 1 year or so, and this only started happening a few weeks ago. The only other browser I have is IE, and I don't get this choppiness when streaming videos there, but I really don't want to have to resort to using IE just to watch videos.

So if anyone can help, I'd really appreciate it. Thanks in advance for your replies.
I am getting the same speed I've always gotten, around 7mbps. But I don't think the speed is the problem since the videos buffer fairly quickly. And it doesn't matter if I let the videos buffer fully before playing, the same 1 second choppiness/freezing happens at consistent intervals. Plus, this problem only happens in Chrome, not IE.
I live in Australia, and the internet here isn't all that great. However, I'm relatively happy with the current deal I have. And, as I have said before, I highly doubt my internet service is the problem. I have another computer (my brothers Mac), an iPhone, and an iPad, and videos stream just fine on them. I have had the same internet package for several years now, and this is the first time this is happening.

What speed internet are u using would be helpful. Try speedtest.net.
Compare it to what ur paying for. Keep in mind most internet providers provide UP TO a certain speed. So if ur paying for 12mgbs as long as u are getting 8-12, I would suggest upgrading

Might need to upgrade your broadband package.

You can stream any file or link through Chrome Browser from your phone or Tablet (just use the media plugin for Chrome) to your HDTV with A Chomecast adapter. Works Great!
