on the new fb chat, why do some online and offline people show up?

on the new fb chat, there is a group of people (who are actually people i most talk to) on the top of the side bar, some of them are online and some are offline. then under that is says more online people... why is that those group of people are on the top of the sidebar?

If I remember correctly it says recently contacted or something similar . So those people would be friends you messaged/chatted with in the past.when I say past I mean like maybe five days. I'm not sure I don't really use fb that much these days. Like you said also it could be people you contact the most

It shows the people you put in a special chat or just does your recent chats.
