Urgent Please what does this mean!!!?

Hey im a 14 year old guy, i have liked this one girl since i was 11 nearly 12 so i have like her for about 3 years. The girl is 1 year younger than me so she is 13 years old.
So when we were both at primary school when i first started liking her my 2 stupid friends would always go up to her and say hey he likes you and then she would always awkwardly walk off or something.
Now where are all in high school and when ever i see this girl walking around the school she would be looking at me then we would make eye contact for about a second or so then she would quickly look away as in trying to make out nothing happened.
Does that mean that she likes me, thinks im a pedo or is scared of me?
So then i have tried to friend request her on Instagram i have tried several times and she keeps declining it. Could this mean she doesnt want me to see her photos or does it mean that she is scared of me and thinks im a pedo.
Please can someone give tell me what this means or what it could mean because i really like her.

She probably is just a little shy about the whole thing especially if she doesn't know you that well. But I think it would be good if you got to know her and then become her friend first maybe.
