How do web hosting companies offer Google AdWords Credits? Do they affiliate with Google?

Great question.
Google Advertising Professionals ( in our case Hosting, SEO, PPC management companies) are getting these coupons from Google for free:
Quote from Google help:
"How do I acquire and apply promotional coupons?

As a program benefit, we provide Qualified Individuals and Qualified Companies in the Google Advertising Professionals program with promotional coupons for free AdWords advertising that can be applied to new client accounts."
