The best way is to advertise. It's a new website and you do need social media marketing to do so. Create a Facebook page, tweet your website. But, more importantly advertise your site on a local scale. Handouts, flyers, banners, etc. So that people can know about your website in your area. And, don't forget to provide content. It's the most important thing.
