I have seen Java script is bad for SEO. Why is this so. So how can Web developer make designs more attractive?

yes java script is bad for seo
because search engines scans html page code
and java script codes exist in outer .js file
so search engines not reads it as a default
because they thinks that this is a useless .js style code only

search engines only wants the informative content of a webpage
they do not wants the scripting code

so usually they do not scans the js page

and .js linker tages also creates the difficulty of reading html pages for search engine
so js is bad for seo

and if js is in html page then it will create more difficulty

so you can use js as externel
it will effect seo only 0.01%

CSS seems to be very good for SEO but not JS.

I think its not at all good for SEO, since the problem is with loading time and Search Engines do not consider any site which takes much loading time infact when we use javascript the source becomes too lengthy and that part takes lot of time to open a particular site but in some places it is really necessary to use javascript....But as per SEO is concerned, one should not use javascript commands....

But now Google update its search engine spider with Mozilla browser technology. This means that search engines can read and understand some javascript, flash files and PDF files.
Though we should use javascript externally.
