Do all the off page activities but firstly check that particular Directory, bookmarking, article, forum or any other sites has not penalized in Google, if it is penalized then you should leave that particular website and go ahead.

To check Google Penalty type following in Google Search Box

site:yourdomain.com

if it shows your domain related web pages then you have no Google Penalty, if it is not then you have Google penalty.
